Why the SSA Denies SSI Claims

SSI is a needs-based program funded by general tax revenue, not payroll contributions. That distinction matters because eligibility turns on income and countable resources rather than work history. The SSA denies claims when an applicant’s income or resources exceed program thresholds, but financial ineligibility isn’t the only reason denials happen.

Common reasons for denial include:

  • Insufficient medical evidence: The record doesn’t establish that the condition meets the SSA’s definition of disability.
  • Condition duration: The SSA determines the impairment isn’t expected to last at least 12 months or result in death.
  • Failure to follow prescribed treatment: The applicant hasn’t complied with recommended medical care without an accepted reason.
  • Procedural errors: Missing documentation, unanswered SSA requests, or errors on the application form.
  • Income or resource limits: Countable income or assets exceed program thresholds.

California applicants denied for insufficient medical evidence are sometimes sent to a consultative examination arranged by the state’s Disability Determination Services (DDS). That exam alone rarely resolves a denial. Building a complete, targeted medical record is what moves a claim forward.

The Four-Level SSA Appeals Process

Once you receive a denial, you have 60 days from receipt of the letter to file a written request for appeal. Missing that window generally means starting the application over from scratch, which delays benefits further and may affect your retroactive disability benefits eligibility. The SSA’s appeals process has four levels:

  • Reconsideration: A different SSA reviewer examines the claim and prior decision.
  • Administrative Law Judge (ALJ hearing): You present testimony and evidence before a judge; this is the stage where legal representation can have the greatest impact.
  • Appeals Council review: The Council may review the ALJ’s decision, decline to act, or remand the case.
  • Federal district court: If the Appeals Council declines to act, you may file suit in federal court.

We also identify the specific deficiency that caused the denial and assemble the targeted medical evidence needed to address it before the next review.
